BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

This position is located in the Office of Inspections and Investigations (OIGI) located in WFP Headquarters in Rome, Italy and will report to the OIGI Chief, Quality Assurance and Policy (P5).

The selected candidate will assist in the provision of strategic and technical advice to the Investigations team as well as in the development of internal policies.

ACCOUNTABILITIES/RESPONSIBILITIES:

  • Under guidance, conduct technical and quality review of investigation reports, including adequacy and sufficiency of the evidence, consideration of due process and substantive issues, and compliance with applicable jurisprudence and professional standards;
  • Contribute to the development of OIGI investigative internal framework (policies, standard operating procedures, guidelines and templates), having regard to best practices within the broader UN system and applicable administrative jurisprudence of the ILOAT/UNDT/UNAT;
  • Keep abreast of, and ensure compliance with, relevant policies and applicable administrative jurisprudence of the ILOAT/UNDT/UNAT, and inform OIGI investigators where these have an impact on their work;
  • Assist in the provision of strategic and technical advice with respect to investigations;
  • Assist with other facets of investigative work, including preliminary assessment of complaints, assisting with ongoing investigations and any other duties as required.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

Advanced university degree in Investigations, Law or other related fields.

Experience:

Previous experience in conducting, or providing legal advice on, investigations or disciplinary processes within a UN or international financing institution is an asset.

Knowledge & Skills:

Academic and technical qualification relevant to reviewing and providing advice on investigative outputs.

Excellent verbal and written communication skills, including the ability to clearly articulate insights to senior stakeholders in and outside OIGI.

Strong drafting skills.

Familiarity with the jurisprudence and search databases of the ILOAT/UNDT/UNAT.

Ability to apply good judgment and strategic thinking in the context of internal investigations.

Languages:

Fluency (level C) in English. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish is desirable.
