As Regulatory Compliance Developer/Analyst reporting to Pulse8's Chief Data Scientist, you will be integrally involved in ensuring that data used to develop, test, and demonstrate Pulse8 products are synthesized and/or sufficiently de-identified to protect the confidentiality of the source data, complying rigorously with HIPAA and related regulatory requirements.We seek an eager, experienced Senior Developer/Analyst who understands the governing regulations as well as the techniques needed to properly de-identify Protected Health Information (PHI), and how to create (synthesize) data to fill gaps needed for application testing. While Pulse8 data scientists will extract the samples of members and their related data to be blinded, you will work closely with them to ensure that the samples cover adequately the various geographies, demographics, lines of business, product mixes needed by Pulse8 development teams to build and test their code for our various products. When teams need data for rarely occurring situations, you will consult with Pulse8's Chief Data Scientist, Privacy and Security Officers and other data SMEs to determine whether to adjust the sampling or to synthesize data sufficient for the team(s). In all cases you will maintain and extend the requisite business logic to satisfy HIPAA Safe Harbor and Expert Determination requirements, as well as logic for non-PHI data that must be masked for contractual or other business reasons, all while maintaining the referential integrity from the source data (e.g, providers, coverage benefits).To ensure compliance with these and with SOC1 and SOC2 certifications, you will need to maintain complete and accurate documentation of the processes, and all logs and other documentation of inputs vs outputs to exceed the requirements of our Regulatory Compliance and other auditors.While understanding and previous experience with health data is strongly preferred, you must also be facile in manipulating and analyzing those data using languages such as SQL Server, SAS, R, SPSS, and Python. Familiarity with data de-identification software such as InfoSphere Optim, Informatica, or Red Gate is a big plus. You will design, code, test, and document within a modified Agile framework. Superior technical, critical thinking and interpersonal skills are essential for success in this position.This is a remote role.Responsibilities Collaborating closely with Pulse8's Privacy and Security Officers, and with Allscripts Compliance team, lead the definition, maintenance, and troubleshooting of the business logic used to de-identify data for various internal Pulse8 uses, complying with HIPAA standards for Safe Harbor and/or Expert Determination. Ensure that non-PHI data are masked and mapped as needed for business and product requirements while maintaining the referential integrity of the data such as relationships among member and associated providers, line of business, type of coverage, relative dates of service. Implement these masking rules using approved software tools, procedures, and processes. Comply with corporate requirements as interpreted by Pulse8's Privacy and Security Officers for maintaining documentation, logs, and other artifacts. Coordinate with other involved areas so, for example, changes in corporate data models are assessed by the right SMEs for any changes needed in the masking logic or process. Collaborate with privacy/regulatory SMEs and leadership when teams pose special data requirements, such as tweaking specific observations to support product demos, or to create test cases for rare situations. Determine best strategy from company perspective, e.g., larger sample, stratified sample, synthesize the data. Communicate effectively with internal and external audiences, making understandable to non-statisticians the principles, methods, results, and documentation demonstrating tight compliance with de-identification requirements. Perform range other ancillary duties in support of production runs and other company initiatives as necessary. Qualifications Academic and professional qualifications: Bachelor's degree in relevant area or equivalent experience. Certifications commensurate with level of coding proficiency are preferred Experience: Minimum Qualifications 4-8 years demonstrating strong proficiency in and mastery of SQL, data modeling, extraction, transformation, and manipulation - preferably health related. Demonstrated proficiency/mastery in working with complex data relationships, especially foreign keys and other aspects of referential integrity Passion for detail and for exceeding regulatory requirements Expert analytical and critical thinking skills Understanding of the test processes in relation to development process, of testing concepts. and test techniques Awareness to testing tools and Change control and version control Experience with SDLC processes like Agile/Scrum/Kanban Solid documentation skills Preferred Qualifications Greatly prefer someone with knowledge of healthcare with related experience in data privacy and security Greatly prefer familiarity with regulations for HIPAA, HITRUST, especially Safe Harbor and Expert Determination requirements Exposure to data masking tools like InfoSphere Optim, Informatica, Red Gate strongly preferred Demonstrated mastery in one or more statistical technologies such as SAS (especially SAS/Viya), SPSS, R, Stata, Python in the analytics detailed elsewhere. Experience with cloud services like Azure or AWS Experience with testing, specifically writing test cases, unit testing, and automated testing. Travel requirements: All Pulse8 employees attend two company summits per year in various locations.
