The Planning Services Group (PSG) within Jacobs is a premier provider of facility planning/programming and consulting services to a variety of government, institutional, military, and corporate clients. These services include feasibility studies, project development studies, design guidelines, facility master plans, workplace strategies, visioning sessions, portfolio strategies, and real estate advisory services meant to enhance our clients' business efficiencies. The PSG team includes facility programmers, architects, interior designers, engineers, business analysts, workplace strategists, planners, landscape architects, graphic designers, and other related disciplines. The primary duty of the Senior Planner/Project Manager is to lead and manage planning teams to deliver a wide range of federal planning projects, including Department of Defense (Air Force, Army, Navy and Marine Corps), US Intelligence Community and a range of federal civilian agencies. Projects can range from medium- to large-size master planning, facility planning and asset management projects. Responsibilities will include managing teams to plan, prepare, and develop planning recommendations, mapping and corresponding documentation in compliance with all applicable Federal and DoD policies and criteria. Projects could include, but not be limited to Vision Plans, Area Development Plans and Installation Development Plans that require knowledge and application of applicable Unified Facilities Criteria (UFC) for planning, including Form-Based Codes, New Urbanism, LEED, Smart City planning, and other sustainable/resilience planning strategies. Typical salary range for this position is $98,500 to $172,400, and is commensurate with experience relative to the position. Here's What You'll Need: + Demonstrated knowledge and experience in the application of the philosophies, principals, practices & techniques of federal, urban, regional and/or facilities planning. + Demonstrated knowledge and experience in the application of principles, methodology, practices of research, data collection, and interviews. + Demonstrated knowledge, experience and application of planning disciplines such as urban design, environmental planning, military planning, economic development, or land use. + Leads team as well as support Senior Project Managers in the development of project documents by providing overall direction to the planning team, coordination with external project stakeholders, internal team members and subcontractors, and management of project schedule to meet deliverable milestones and commitments. + Provides effective, skilled project management to help reduce the costs of delivering projects and adding value to the business by applying proven project management techniques. + Must have an understanding and worked within the federal government planning and programming process. Demonstrate understanding of the process to validate a project for the appropriate scope, ability to manage the development of the cost estimate with limited information and be capable of developing the necessary documentation required for congressional authorization and appropriation. + Facilitates the creation of communication plans, ensuring that appropriate information is exchanged among key stakeholders, and conducts status review meetings among project team members and clients. + Plan, organize, and staff key positions. + Group facilitation skills for use with community workshops and team charrette experience. + Proven ability to manage the financial performance of large complex planning assignments, including tracking and maintaining overall project financial metrics and performance, schedules, subconsultants, revenue projections, client invoicing, overall budgets, and monthly financial updates and reporting effectively and efficiently using Jacobs project management systems. + Manage design and/or mentor the design of overall planning documents page layouts, various charts/figures, brochures, posters, slide shows, and provision of deliverables in a variety of media formats. Graphic design skills are preferred. + Advanced English language skills, both written and verbal, to include technical writing/editing experience and a demonstrated ability to write, edit, and deliver planning content. + Proven ability to read, analyze, and interpret technical material, financial reports, and legal documents. + Professional Degree in Architecture (Bachelor or Master of Architecture), Bachelor of Engineering, or Bachelor of Science in Urban Planning or related field. + U.S. Citizenship. + Minimum of 10 years of overall experience in a project related technical field. + Recommended to have a Professional Registered Architect (RA), Engineer (PE), or Planner (AICP). + Previous proven and successful experience working as Senior Planner/Project Manager managing multiple planning teams required. + Demonstrated experience in land use planning, site planning and site design + Proven ability to cultivate positive work relationships. + Military planning experience required; Air Force experience required. + Must demonstrate excellent writing, oral, presentation, and graphic communication skills. + Must demonstrate team work, informed decision making, judgment and problem solving. + Must demonstrate excellent organizational skills, be resourceful and self-directed. + Skilled using Autodesk AutoCAD software. + Skilled using Microsoft Office Applications, including MS Word, MS Excel, and MS PowerPoint software. + Must keep current in the planning/design specialty through continuing education and accreditation and license requirements. + Candidates need to be effective verbal and nonverbal communicators. + All candidates are required to have the ability to pass a security / background check and security clearance investigation. + This position will require a U.S. Passport and the ability to travel overseas as needed.
