The Work

The Senior PeopleSoft Enterprise Architect provides highly advanced consultative services, technical leadership, and strategic direction for large-scale PeopleSoft environments, with a focus on enterprise financials and/or human capital management. This role is responsible for defining and governing the enterprise technology vision and roadmap, leading modernization and cloud initiatives, overseeing technical operations and service desk functions, and ensuring that systems, integrations, and infrastructure are architected for scalability, reliability, security, and accessibility.

 

The Senior PeopleSoft Enterprise Architect partners closely with business stakeholders, functional teams, managed services providers, and vendors to deliver robust, compliant, and high-performing enterprise solutions supporting a statewide ERP environment.

Responsibilities

  • Own the Enterprise Technology vision and strategy for PeopleSoft and related platforms, ensuring the long-term roadmap for systems, data, integrations, and platforms supports enterprise business goals as an application service provider for a multi-agency ERP environment.
  • Define and enforce architectural guidelines, standards, and reference architectures for solution design, integration patterns, security, cloud usage, performance, and technical best practices.
  • Review and approve proposed solutions to ensure alignment with the enterprise ecosystem, avoiding duplication, technical debt, and unnecessary complexity.
  • Provide architectural leadership for digital transformation, cloud migrations, modernization, and other large-scale strategic initiatives.
  • Work with managed services vendors to identify and mitigate architectural risks, including scalability constraints, integration weaknesses, legacy system limitations, and performance bottlenecks.
  • Collaborate with functional analysts, solution architects, developers, security teams, infrastructure teams, and business stakeholders to ensure cohesive, end-to-end solutions.
  • Manage and oversee the PeopleSoft Technology Operations function, including day-to-day technical decision-making and governance.
  • Serve as the primary escalation point for complex technical issues, guiding root-cause analysis and long-term remediation.
  • Assign work and prioritize technical activities based on team capabilities, strategic priorities, and operational demands.
  • Conduct architecture and code reviews to ensure quality, maintainability, security, and adherence to standards and best practices.
  • Monitor team performance, remove blockers, and ensure timely and successful delivery of projects, enhancements, and production support.
  • Proactively address issues related to personnel, timelines, processes, and procedures to improve overall operational effectiveness.
  • Oversee and/or assist with troubleshooting complex technical issues across the application and supporting infrastructure, including testing and performance tuning.
  • Oversee and/or assist with communicating technical requirements and designs to both technical and non-technical stakeholders.
  • Coordinate all technical activities between the Technology Operations team, internal stakeholders, external agencies/customers, and contracted vendors (e.g., IT, Information Security, managed services providers, software vendors).
  • Lead and/or assist with special projects, pilots, and proof-of-concept efforts as needed.
  • Prepare and present regular status, risk, and productivity reports for senior and executive management review.
  • Ensure all digital products and content associated with the enterprise PeopleSoft environment meet WCAG 2.1 accessibility standards.
  • Maintain perceivable, operable, understandable, and robust user experiences for all users by regularly reviewing content and user interfaces for accessibility compliance.
  • Implement updates and remediation plans whenever accessibility issues are identified and promote accessibility best practices within the technical team.
  • Support contract management oversight for ERP-related contracts, including technical components of managed services and software/hardware agreements.
  • Assist and participate in IT control audits for central ERP applications, ensuring appropriate evidence, documentation, and technical support are provided.
  • Ensure contract-related data security, user permissions, audit trails, and technical controls comply with organizational and regulatory standards.
  • Perform technical reviews of contract templates, metadata structures, workflows, and automation rules to ensure accuracy, scalability, and usability.
  • Work closely with contract managers and fiscal/administrative stakeholders to identify gaps and optimize contract-related technical processes.
  • Oversee and/or support technical oversight for SLAs, system monitoring, environment analysis, hardware/software evaluation, network troubleshooting, migration paths, coding and security standards, compare reports, application change management review, and batch scheduling.
  • Maintain comprehensive architecture, configuration, integration, and change management documentation.
  • Support reporting and analytics for contract KPIs, compliance metrics, and lifecycle performance.
  • Review and recommend approval of technical deliverables related to enterprise architecture, system development lifecycle (SDLC) artifacts, disaster recovery, security plans, and technology plans for current and future ERP applications.
  • Provide technical input into risk management, disaster recovery planning, and business continuity strategies.
  • Ensure adherence to SDLC processes and methodologies, including requirements analysis, design, development, testing, deployment, and post-implementation review.
  • Oversee and support various technical upgrades, including but not limited to PeopleSoft images, PeopleSoft Fluid adoption, PeopleTools upgrades, database upgrades, and related third-party software updates.
  • Coordinate with managed services, infrastructure, and security teams to plan, test, and implement upgrades with minimal disruption to end users.
  • Define and enforce technical standards for customization, retrofitting, and use of delivered functionality.
  • Serve as a technical advisor during the procurement cycle for products and services related to the enterprise ERP program.
  • Conduct technical research on products and services, participate in planning activities, and draft or review technical sections of solicitations.
  • Provide technical input for developing evaluation criteria and guidelines for assessing technical proposals.
  • Serve as a technical advisor to evaluation and negotiation teams, ensuring that procured solutions align with the enterprise architecture and long-term roadmap.
  • Manage and oversee the ERP Service Desk platform and processes (e.g., IT service management tools), including design, configuration, testing, workflows, and administration support.
  • Ensure service desk operations align with ITIL-based methodologies and processes and support effective incident, problem, change, and request management.

  • 20+ years of experience working in or directly supporting Texas state government agencies in a technical capacity within the public sector.
  • 20+ years of experience performing technical activities in support of complex application systems, preferably statewide or enterprise ERP environments.
  • 20+ years of experience creating and managing strategic technology roadmaps, combining strong planning skills, deep technical insight, and effective cross-functional communication.
  • 10+ years of experience serving in a lead role with responsibility for managing outsourced technical teams and overseeing a managed services provider.
  • 10+ years of experience preparing materials for and delivering executive-level presentations, including to CIO, CFO, and other senior leadership audiences.
  • 10+ years of experience performing technical project management activities in support of large-scale ERP or enterprise application programs.
  • 10+ years of experience interpreting contractual language and incorporating contractual requirements into daily technical workflows, while holding vendors accountable to contract terms.
  • 10+ years of extensive knowledge of and hands-on experience with data integration, data quality, and SDLC processes and methodologies.
  • 10+ years of experience in IT security and control practices, including secure configuration, access control, and audit/compliance support.
  • 10+ years of technical experience with:
    • PeopleSoft FSCM or HCM 9.2
    • PeopleTools
    • PeopleCode
    • Application Designer
    • SQL and PS Query
    • SQR
    • Application Engine
    • Oracle Database 11g or higher
  • 10+ years of experience providing production and deployment technical support for large, multi-agency ERP or central applications, including support for multiple instances/environments.
  • 10+ years of experience with IT service desk functions and solid knowledge of ITIL framework methodologies and processes.
  • Must be able to pass a background check. May require additional background checks as required by projects and/or clients at any time during employment.

  • 20+ years of experience applying software and hardware management industry best practices in large-scale enterprise environments.
  • 20+ years of experience with legacy statewide financial systems or comparable large-scale legacy ERP environments, including production support and modernization planning.
  • 10+ years of experience developing technical specifications and requirements documents to support complex IT procurements.
