Job Description Summary

GE Vernova Hitachi Nuclear Energy (GVH) is seeking a subject matter expert to lead our Inflation Reduction Act (IRA) and Prevailing Wage compliance strategy. This critical role will oversee the implementation of a comprehensive process to ensure organizational compliance with IRA Clean Energy Tax Credits—specifically regarding Prevailing Wage and Apprenticeship requirements, Domestic Content bonuses, and Foreign Entity of Concern (FEOC) certifications. You will partner with cross-functional teams across the Inquiry to Order (ITO) and Order to Remittance (OTR) processes to ensure strict adherence to the Inflation Reduction Act (IRA), Davis-Bacon Act (DBA), the Service Contract Act (SCA), and evolving federal regulations.

Job Description

Key Responsibilities

  • Program Leadership: Design, implement, and manage a robust IRA and Davis-Bacon Act compliance program for GVH.
  • Strategic Advisory: Serve as the Subject Matter Expert (SME) on IRA Tax Credits (45U, 45Y, 48E, etc.) within the nuclear industry; advise leadership on best practices, risk mitigation, and strategic solutions.
  • Compliance & Certification: Develop and monitor procedures for certifying domestic content and FEOC compliance.
  • Contract Lifecycle Management: Draft, review, and negotiate contract terms related to prevailing wage requirements under the IRA and DBA prevailing wage requirements; identify and mitigate associated contractual risks.
  • Cross-Functional Collaboration: Partner with Account Managers, Commercial Operations, Sourcing, and Services Operations to integrate prevailing wage requirements under IRA and DBA requirements into project workflows. Collaborate with broader GE Vernova business units to align on best practices.
  • Training & Advocacy: Develop training materials for stakeholders on regulatory requirements. Represent GVH at industry forums, including the Nuclear Energy Institute (NEI) Monthly IRA Working Group.
  • Regulatory Intelligence: Monitor industry and legal developments, updating internal policies proactively to maintain full compliance.

Required Qualifications

  • Minimum of a High School Diploma (Bachelor’s degree preferred).
  • 5+ years of experience in federal prevailing wage administration, government contracting, or building/managing a compliance program from the ground up.
  • In-depth knowledge of Inflation Reduction Act, Davis-Bacon Act, SCA, and related prevailing wage regulations.

Eligibility Requirements

  • Travel: Ability and willingness to travel domestically up to 20%
  • Export Control: This role requires access to U.S. export-controlled information. Final offers are contingent upon the candidate’s ability to obtain necessary authorizations from the U.S. Government.

Desired Characteristics

  • Experience managing labor compliance in power generation, facility maintenance, construction services, or government contracting.
  • Prior experience implementing labor compliance systems in unionized environments or for government contracts.
  • Legal or paralegal background is considered a strong plus.
  • Strong project management, communication, and cross-functional leadership skills.
  • Proficiency in MS Excel, ERP tools, and certified payroll reporting platforms.
  • Proven ability to operate effectively within a complex, matrixed organization.
  • Self-motivated with strong attention to detail and the ability to work independently with minimal oversight.

This role requires access to U.S. export-controlled information. If applicable, final offers will be contingent on ability to obtain authorization for access to U.S. export-controlled information from the U.S. Government.

For candidates applying to a U.S. based position, the pay range for this position is between $91,400.00 and $152,200.00. The Company pays a geographic differential of 110%, 120% or 130% of salary in certain areas. The specific pay offered may be influenced by a variety of factors, including the candidate’s experience, education, and skill set.

 

 

Bonus eligibility: discretionary annual bonus.
