Job Description Reporting to the Sr. Director, Banking Compliance, the Compliance Director will be responsible for developing and executing the Deposit and Payments compliance program for the organization that is commensurate with a Large Financial Institution (LFI). It entails developing policies, interpreting regulations to business practices, developing monitoring programs, providing governance, oversight, review and challenge, and interacting with business unit compliance, risk, and other stakeholders. You will be responsible for the development and execution of the regulatory compliance programs and initiatives that relate to consumer and commercial deposits (Reg CC, Reg D, Reg E, Reg J, Reg II, etc.) and associated payments (Checks, Wires, Cards). You will stay current with developments in the regulatory space and lead transformational regulatory change in a strategic best-in-class manner. You will help enhance the regulatory compliance culture. You will collaborate closely with teams across the organization to help identify, assess, monitor, and report on regulatory compliance risks. Critical partners include product management, card operations, deposit operations, risk management, front office, IT, etc. You will be responsible for the following: Deposit and Payments Compliance Advisory and Guidance: Help the Business Units in identifying and understanding laws and regulations that apply to the Business Unit's products, services, processes, and client types. Provide guidance in developing Reg E, ACH, and card dispute program, review account opening disclosures, provide guidance to marketing review team for dispute and payments regulators, develop regulatory risk registers and socialize with business units, assess new products to determine applicability to deposit and payments regulations. 2nd LOD Deposit and Payments Compliance Policies: Assist in the development and maintenance of compliance policies by understanding the regulation, analysis of regulatory changes, and various business changes. Deposit and Payments Compliance Programs: Help develop and execute regulatory compliance programs to monitor and provide oversight of regulatory compliance. As part of this, maintain understanding of business unit policies, processes, controls, products, and services. Compliance Oversight: Provide oversight, review and challenge, and monitoring of risk regulations and controls that occur in the business units. Review Business Unit compliance with network rules and NACHA rules. Compliance Exams and Issues: Represent the organization in regulatory exams for the deposits and payments compliance. Review and challenge action plans developed by Business Units and oversee business units in resolving regulatory compliance issues. Regulatory Changes: Identify, assess, and conduct an analysis of changes in regulations and document those in compliance policies and procedures. Work with the assigned Business Units in helping them understand the regulatory changes. Deposit and Payments Enterprise Compliance Reporting: Develop periodic management and committee reporting that provides state of compliance for adherence with deposits and payments compliance for the entire enterprise. Compliance Metrics: Develop metrics and key risk indicators that assist in monitoring compliance with regulatory requirements. Compliance Training: Assist in the design and administer compliance training to the applicable business units and employees. The key skills for this position consist of the following: Bachelor's Degree in Business Administration, Accounting, Finance or equivalent. MBA or MS is a plus. Additional certification such as CRCM, CIA are preferred. Minimum 15 years' experience in banking or financial services, with a focus in deposit compliance and payments compliance Minimum 10 years of regulatory/compliance experience in banking or financial services Deep understanding of deposit compliance and payments compliance in both consumer and commercial space. Strong understanding of NACHA, MasterCard, and VISA rules. Ability to negotiate, influence others, and maintain effective business relationships with functional partners High degree of professionalism with the ability to effect change within an organization Proven track record of owning and delivering on projects, initiatives, and/or programs Proficient in the concepts of compliance risk identification, assessment, and management. Business acumen, strong interpersonal and leadership skills. Ability to work independently, take initiative and have good verbal and written communication skills. Good analytical, research, organizational, and project management skills. Strong individual contributor with the ability to work effectively as a team.
