Tria Federal is seeking an experienced Contracts Manager to join our growing Military and Veteran Health business unit. This role requires a collaborative, team-oriented professional who thrives in a cross-functional environment and represents the contracts function with professionalism and integrity to clients, partners and at all levels of the organization. Reporting to the Senior Contracts Manager, this role is responsible for the full lifecycle management of government contracts primarily supporting the Department of Veterans Affairs (VA) and Defense Health Agency (DHA), with additional coverage across other federal military and veteran health customers. This is a mid-level position ideal for a contracts professional ready to take on greater ownership and complexity while continuing to grow toward senior leadership.

Key Responsibilities:

  • Manage a portfolio of federal government contracts from award through closeout, including VA, DHA, and other military health-related customers
  • Ensure compliance with applicable regulations including FAR, DFARS, VAAR, and agency-specific requirements
  • Administer GSA Schedule contracts and task orders, including modifications, option exercises, and compliance reporting
  • Support capture and proposal activities by reviewing solicitations, drafting representations and certifications, and advising on contract terms and risk
  • Negotiate and execute contract modifications, teaming agreements, NDAs, and subcontract agreements
  • Monitor contract performance, deliverables, and period of performance milestones; coordinate with program and finance teams to ensure alignment
  • Serve as a trusted advisor to internal stakeholders — including program, finance, and BD teams — on contract interpretation, obligations, and risk mitigation, communicating clearly across technical and non-technical audiences
  • Serve as the primary contracts point of contact for program, finance, and BD teams, building and maintaining productive working relationships across the business unit
  • Represent the contracts function professionally in internal meetings, client interactions, and sensitive negotiations
  • Maintain contract files and documentation in accordance with company and regulatory standards
  • Support compliance with cybersecurity requirements, including CMMC, DFARS 252.204-7012, and related clauses
  • Collaborate with the contracts associate(s) on task order administration and routine contract actions
  • Identify and escalate issues or risks to the Senior Contracts Manager as appropriate

Required Qualifications:

  • Bachelor's degree in Business, Contract Management, Law, or a related field
  • 4–7 years of federal government contracts experience, with increasing responsibility
  • Demonstrated knowledge of FAR, DFARS, and VAAR
  • Experience with GSA Schedules administration and IDIQ/GWAC vehicles
  • Familiarity with CMMC requirements and cybersecurity-related contract clauses (DFARS 252.204-7012/7021)
  • Experience supporting both sole source and competitive acquisitions
  • Strong interpersonal skills with the ability to build relationships across functional teams including program management, finance, and business development
  • Excellent written and verbal communication skills, including the ability to translate complex contract terms for non-contracts audiences
  • Demonstrated ability to work collaboratively across teams, manage competing priorities diplomatically, and maintain composure in high-pressure or ambiguous situations
  • Track record of building trust with internal stakeholders and earning credibility as a subject matter expert
  • Proficiency with contract management systems and standard office software

Preferred Qualifications:

  • Experience supporting VA or DHA programs specifically
  • NCMA certification (CPCM, CFCM, or CCCM) or active pursuit of certification
  • Proven ability to manage subcontractor and vendor partnerships, negotiate favorable terms, and ensure successful contract execution
  • Familiarity with healthcare-specific contract requirements, including HIPAA Business Associate Agreements (BAAs), data privacy and security obligations, performance-based and outcome-based contracting structures, and clinical or medical services subcontracting
  • Experience with Unanet for contract/project setup and financial tracking
  • Proficiency with SharePoint for document management and contract file organization
