Role Overview
Insite Energy are seeking an experienced Compliance Manager to act as the in-house expert on Ofgem Consumer Protection Regulations and the Heat Network Technical Assurance Scheme (HNTAS).
The Compliance Manager will play a critical role in supporting Insite Energy’s clients to meet upcoming regulatory requirements for heat network heat suppliers and operators. This position ensures clients are fully prepared for compliance with Ofgem’s Consumer Protection guidelines and the Heat Network Technical Assurance Scheme (HNTAS). The role involves creating compliance reports, managing submissions to government bodies, and reviewing technical and operational documentation. This role will also serve as a trusted advisor to Client Services, Solutions, and the wider business, ensuring that all client-facing activities, solutions, and operational practices are fully aligned with regulatory expectations as well as support clients in their compliance journey.
This role will not only lead on activities to achieve compliance for clients but also shape how clients design, deliver, and evolve their services in line with regulatory requirements, ensuring that compliance is fully embedded into commercial and operational decision‑making.
Key Responsibilities
Subject Matter Expertise & Advisory
- Act as the internal and external subject matter expert on Ofgem Consumer Protection Regulations and HNTAS (guidelines published so far)
- Provide proactive, practical guidance to:
- Insite’s client base; private house builders, heat suppliers and social housing
- Client Services (client delivery and operations)
- Solutions Teams (sales and delivery)
- Senior leadership (strategic decision-making)
- Interpret complex regulatory frameworks and translate them into clear, actionable business requirements
Internal Collaboration
- Partner closely with Client Services team to provide a service to ensure clients operate compliantly in day-to-day service delivery in the face of changing regulations.
- Embed compliance considerations/advisory into commercial proposals, bids, and client onboarding and future management.
Regulatory Compliance Oversight
- Ensure clients adherence to:
- Ofgem Authorisation Conditions
- Consumer protection and vulnerability requirements
- Billing and transparency standards
- Complaint handling regulations
- HNTAS technical and assurance requirements (when fully published)
- Advise on regulatory risk exposure and mitigation strategies across Insite’s client base and act as a dedicated advisor, both internally and externally.
Compliance Frameworks & Governance
- Design and maintain internal compliance frameworks, controls, and assurance processes.
- Establish governance structures to monitor compliance performance.
- Oversee compliance assurance activities across client portfolios.
Monitoring, Audit & Risk Management
- Lead internal and client compliance reviews and audits.
- Identify compliance gaps and implement remediation plans.
- Maintain a clear view of regulatory risk and escalate issues appropriately to clients.
- Build stakeholder confidence in compliance advisory function.
Policy & Process Ownership
- Develop, implement, and maintain internal policies, procedures, and standards aligned with regulatory requirements.
- Ensure compliance is embedded within operational workflows and systems.
Regulatory Insight & Change Management
- Monitor developments from Ofgem, HNTAS and other regulatory bodies.
- Assess business impact of regulatory change and lead implementation of necessary updates into client delivery process.
- Ensure Insite remains ahead of regulatory developments, not just compliant.
Training & Upskilling
- Deliver training and guidance to internal and external teams of regulatory developments and changes.
- Lead by example by promoting a culture of compliance, accountability, and a client and resident first thinking across Insite.
Location and working hours:
- Full-time position (37.5 hours per week).
- Can be remote based.
- Occasional travel to Insite’s offices for face to face meetings
- Office locations: Moorgate, London (WeWork) & Peterborough (PE1 5DD)
Required skills and attributes:
Essential
- University degree in Business Administration, Law or Legal Studies, Compliance, or related field (or equivalent experience).
- Deep expertise and knowledge of the Ofgem Consumer Protection regulatory framework,
- Proven experience in a senior compliance or regulatory advisory/project management role within:
- Energy / utilities
- Heat networks / ESCOs
- Demonstrated experience acting as an internal advisor or within client management.
- Strong ability to influence non-compliance stakeholders and operational teams.
- Experience embedding compliance into business processes, products, and client delivery.
Desirable
- Experience working in or alongside consultancy or client services environments.
- Strong understanding of heat networks and HNTAS, including proposed practical application.
- Familiarity with regulatory audits, accreditation schemes, or certification processes.
- Professional qualification in compliance, legal, risk, or energy-related discipline.
