JOB TITLE: Budget and Programming Officer
TYPE OF CONTRACT: International Consultant - Level II

DURATION: 3 months
BACKGROUND AND PURPOSE OF THE ASSIGNMENT: A 12-month period without United States Government funding to WFP in Venezuela resulted in assistance being suspended to nearly half a million Venezuelans. Bilateral contributions (from September 2025 through May 2026) allowed for increasing needs to be addressed through a response aimed at reaching 730,000 people (85% of the 2024 coverage) by the end of 2026. The short-windowed funding (WHA award ends on 30Sep2026 and IDR on 23Agu2026) has resulted in significant challenges because while resources are available right now, contracts / awards (as they stand today) must be fully implemented and financially reported no later than 30 September 2026. WFPs interim Country Strategic Plan (initially 2023-2025, then extended up to the end of 2026) will now be extended (through budget revision) up to the end of 2027 (alignment with the UNSDCF recently extended), increasing the pressure on the budget and programming function. Venezuela has been recently included in the list of Countries to benefit from the USG pooled funding (to be allocated through OCHA), requiring a whole new set of demands / commitments that also require for a temporary boost the budget and programming function. This temporary augmentation to the budget and programming function is aimed at ensuring that all funds received are programmed and reported within the established deadlines.
ACCOUNTABILITIES/RESPONSIBILITIES:
1. Lead strategy definition for all contributions received to be programmed and allocated to responsible units.
2. Design and implement a control tower for all incoming contributions, including the amount of resources generated per category.
3. Steer a budget allocation decentralization process where responsibilities, accountabilities and controls are clear to all parties.
4. In-depth review of the amended 2026 Implementation Plan and issue comments / suggestions to be considered by all units at CO level.
5. Lead Venezuela CO budget revision for iCSP extension up to 31Dec2027 in close coordination with all functional units.
6. Generate - together with VECO Budget Team - managerial reports that support decision making by senior management (CD/DCD/HoU).
7. Guide VECO on the newly announced inclusion in the USG pooled funds to be allocated through OCHA - in consultation with other COs as well as GHQ.
8. Coach the budget and programming Team in VECO with regards to relations with other functions (complementarity / roles / responsibilities / segregation of duties).
9. And any other related
DELIVERABLES AT THE END OF THE CONTRACT: Control tower for incoming contributions built, validated and socialized. Budgetary decentralization proposal crafted and submitted. VECO Budget Revision # 3 (BPU input) finalized. Set of managerial reports defined and standardized. Guidance built on USG pooled funds (through OCHA) related to budget and programming.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education: University degree in Business Administration, Statistics, Finance, Economics or other relevant field, or postgraduate professional experience in a relevant field of work. Additional professional trainings in project management, statistical analysis and/or operational planning and management are desirable.
Experience: 6-8 years of professional experience in grants management, data driven financial reporting, evidence-based decision making and project management across multi-funcional Teams.
Knowledge & Skills: Proven ability to proactively approach problems and provide solutions and generate ideas for optimal team outcomes amidst operational challenges and resource constraints. Have managed large, complex operations in overseeing project performance against available resources, ensuring adherence to available policies and procedures. Have developed extensive experience in working across functions to address identified resource management issues and gaps to steer / guide required decisions.
Languages: Spanish – native or fluent proficiency, required. English (fluent) is required, and a third UN language, preferred.
