Job Description

Overview:
The Applications Developer II is responsible and accountable for designing, developing, implementing, enhancing, and providing advanced support for applications, databases, and/or integrations. This role will perform various development related tasks to meet the needs of the Central Health Enterprise. The Applications Developer II will collaborate with other members of the development team to ensure developments are complete, accurate, and meet customer needs. The Applications Developer II will also perform other duties as assigned.

This position is considered Remote, which means that individuals in this position may work at an approved Offsite location; however, they may be required to occasionally visit a Central Health office in Austin, Texas. Candidate must reside in Texas.

Responsibilities:
Essential Duties (at least 5 that are non-negotiable duties and are absolutely pertinent to successfully completing the job without accommodations):
The Applications Developer II MUST:
• Mentor Applications Developer I team members.
• Design, develop, and implement new applications, databases, and/or integrations.
• Enhance, and provide advanced support for existing applications, databases, and/or integrations.
• Optimize applications, databases, and/or integrations to provide optimal performance.
• Analyze applications, databases, and/or integrations for problems and develop solutions.
• Communicate barriers with the Technical Architect, and Applications Development Manager.
• Implement processes and logic to extract, transform, and distribute data across one or more data stores from a wide variety of sources.
• Automate integration/ETL jobs and processes when possible.
• Perform unit testing and maintain version control on all developments.
• Ensure all developments are consistent with and according to project requirement documentation.
• Create and manage technical artifacts relating to development on our Confluence wiki.
• Adhere to coding standards and participate in peer design, code, and test reviews throughout the development life cycle.
• Coordinate with QA Specialists to review test cases for applications, databases, and/or integrations.
• Collaborate with other development team members for all application, database, and/or integration developments.
• Collaborate with Enterprise team members for implementation of new applications, databases, and/or integrations, as well as enhancements to existing applications, databases, and/or integrations.
• Collaborate with the Project Management Office (PMO) staff and serve as a subject matter expert (SME) during project planning.
• Collaborate with other Joint Technology team members or vendors to assess, address and resolve problems as needed.
• Utilize standardized department tools/software systems to document work and track progress toward project milestones and deadlines.
• Perform vendor management and oversight as needed.
• Have the ability to work outside of standard business hours.

Knowledge/Skills/Abilities:
• Proficiency in application, database, and/or integration development
• Proficiency with one of the following structured query languages such as (T-SQL, PL/pgSQL)
• Proficiency with one of the following programming languages, object oriented languages such as (Java, C#), and/or scripting languages such as (JavaScript, Python)
• Proficiency with MSSQL Server and/or PostgreSQL management tools
• Proficiency with one integration platform including but not limited to Cloverleaf, Mirth, Iguana, CorePoint, Rhapsody, and/or Mulesoft
• Proficiency with one ETL platform including but not limited to Pentaho, Informatica, Talend, and/or SSIS
• Proficiency with at least one healthcare integration standard such as HL7, CCD/C-CDA , EDI X12, and/or FHIR APIs
• Proficiency with XML, flat/delimited files, and JSON objects.
• Understanding of ETL and data integration methodologies
• Understanding of coding logic and best practices such as the software development life cycle (SDLC)

Qualifications:
MINIMUM EDUCATION:
• Bachelor's degree in computer science or related field
OR
• Associate's degree in computer science or related field AND 2 years of additional experience in related field
OR
• High School Diploma or GED AND 4 years of additional experience in related field
*Examples - Associate's degree + 2 years additional experience + 4 years from minimum experience section or High School Diploma/GED + 4 years additional experience + 4 years from minimum experience section

PREFERRED EDUCATION: N/A

MINIMUM EXPERIENCE:
• 4 years of experience in Healthcare IT
• 4 years of experience as an application, database, and/or integration developer
• 4 years of experience with databases such as MSSQL and/or PostgreSQL
AND
• 2 year of experience with integration platforms such as Boomi, Cloverleaf, Mirth, Iguana, CorePoint, Rhapsody, and/or Mulesoft
• OR 2 year of experience with ETL platforms such as Pentaho, Informatica, Talend, and/or SSIS
*Experience may be accumulated during one employment if the job requirements meet the above minimum experience

PREFERRED EXPERIENCE:
• 6 years of experience in Healthcare IT
• 2 years of experience mentoring other developers
• 6 years of experience as an application, database, and/or integration developer
• 6 years of experience with databases such as MSSQL and/or PostgreSQL
AND
• 4 years of experience with integration platforms such as Cloverleaf, Mirth, Iguana, CorePoint, Rhapsody, and/or Mulesoft
OR 4 years of experience with ETL platforms such as Pentaho, Informatica, Talend, and/or SSIS
BONUS
• Experience working with healthcare-related business, finance, operations, and clinical systems
• Experience with Bit Bucket, JIRA, Confluence, Source Tree, Trello, Microsoft Office Suite
• Experience working on a team utilizing Scrum/Agile methodologies

REQUIRED CERTIFICATIONS/LICENSURE: (If Applicable)

• EPIC certification required after six months of hire or within six months of completing EPIC related training. Any timeframes associated with COVID 19 restrictions will not be included in the six month period.
• Boomi Professional Developer certification required after three months of hire. Any timeframes associated with COVID 19 restrictions will not be included in the three month period.
